The answer is both... I know its a little confusing so allow me to explain. The current board and roads committee has divided the incoming funds from the roadways into groups based off location and dependencies to access individual lots. This ensures that no roads get "left behind" and the majority of funds collected from the individual roads are put back into the maintenance of those roads which they were collected from while still allowing for collective funding on bigger projects or emergencies. For example, the "Green Bay Group" where your lot is was invoiced for roughly $31K in 2024 but only generated a little under $4k. Although the entirety of the $4k collected was used on roadways within that group, it was definitely not enough to pave any of it.
That being said, if any of those roads are ever paved, it would have to be done by EMPOA as all of the liability for maintenance, safety standards etc and ownership of the roadway belongs to the association.
